FERC holds 4th workshop on overdue licenses

Today, the Federal Energy Regulatory Commission held its 4th review of hydropower projects that have applications pending at the commission for 5 years or longer. All hydropower licensing processes allow two years for a license application at the Commission.

Several of the 22 reviewed projects have been pending for many more than 5 years, including one project that has been unresolved for decades. About this project, the Escondido project in California which has been before the Commission since 1972, Chairman Pat Wood dryly asked: "How much has been expended on relicensing this project, which generates only 1.6 MW and has now, in length, surpassed the life of Jesus Christ?"

Two events of note:

Congressman Mike McNulty (NY-21) strongly advised the Commission not to authorize a new license for the School Street project on the Mohawk River. He does not support Canadian ownership of the project, and believes another potential licensee should be allowed to step in at this stage.

Pacificorp representatives offered in person an amendment to the 1999 settlement agreement to remove Condit Dam on the White Salmon River in Washington. The amendment would set back the deadline for removal and allow the project an extended period in which to generate power. Additional revenues would then be dedicated to continuing progress toward receiving the necessary permits, final resolution and dam removal.
