Description
PPL Holtwood LLC, the licensee for the project is seeking to increase capacity to the project from the current 107.2 MW to 195.5 MW. The licensee has demanded that the current license be amended to allow for increased capacity and extended until September 2030 so that it expires simultaneously with the upstream Safe Harbor Project.
Issues
American Shad migration has been impeded by four dams along the lower Susquehanna River. While the original license for Holtwood was set to expire along with two other hydropower projects in 2014 so that a comprehensive review could be undertaken, the licensee has now applied for extension of the license for another 14 years which could potentially slow mitigation measures for fish migration.
