Abstract: 

As water is becoming less available during summer seasons, water managers are putting more emphasis on water storage and allocation during "high water season." While there are established methods and some consensus on how to determine direct fish habitat flows there is less consensus and information on how to set aside elevated flows for channel habitat maintenance and other ecological flow needs. This paper discusses a method which allows for the conditioning of instream water rights based on known processes including channel maintenance flows and ecological trigger flows. In other words, this document provides guidance in allocating peak flows.

License terminated for LeClaire Hydroproject

On Jan 15, 2008, FERC terminated the license issued in 1994 for the proposed 24 MW LeClaire hydro to be located on the Mississippi river, two miles downstream from LeClaire, Iowa and adjacent to Hampton, IL. The proposed project was to be built at the Mississippi Lock and Dam No. 14.The license required the City of LeClaire to start constructing the project two years from issuance of the license.

FERC recommends licensing of Ottumwa Hydroproject

The Federal Energy Regulatory Commission released the Environmental Assessment for the Ottumwa Hydropower Project (P-925) last month in which it recommended licensing of this 3.2 MW project located on the Des Moines river in the City of Ottumwa. In the EA, FERC has identified fish entrainment mortality as an "unavoidable adverse impact" but stated that this long term impact is expected to be minor. Comments can be filed with the FERC secretary by Jan 21, 2008.

An interactive website that explains the effects of dams was made public yesterday by the Hydropower Reform Coalition. www.dameffects.org explains how the surrounding vegetation, fish, recreation areas and river flow can be impacted by dams. Also explained is how hydropower dams can be operated to minimize the impacts and enhance river quality.
